What are the best credit card companies for accepting balance transfers of less than $ 5,000?

I would like have my credit line estimated at about $ 7G however, to avoid going more than two thirds of my credit line. From your experience, what companies are best for the operations in this way?

Chase and American Express if you qualify. Both have the 0% APR rate for 12 months on purchases and 2.99 APR on Transfers balance. Both are reputable lenders and thus will not be easy to get an approval. Chase Freedom Blue Amex Blue Cash or Capital and a B of A are bastards. Easy to obtain approval, rising interest rates. Go through your bank where you have a checking / savings account if you do not have a credit card with them already. Good luck.
