How can I build a credit history without having my credit checked?

I am just beginning to build a credit history and I’ve applied for a credit card twice in 1 month and each time I have been denied on the basis of insufficient credit history. I make $400 p/ month and have $400 additional coming in from other sources. I think all I can do is get a secured credit card or pre-paid debit. However, I cannot find a bank willing to back a secured credit card without a credit check and I cannot find a pre-paid debit card that will report to the 3 major credit agencies (TransUnion, Experian, Equifax). I am willing and ready to put up money to back a secured card but nobody is willing to back it without checking my credit, which I don’t want! Again, I want to build credit without having my credit checked. How can I do this??? Thanks!
