Can I buy giftcards/prepaid creditcards in singapore?

I read about one-time-use type of creditcards (Visa,Amex and Discover) in the U.S. that can be bought at retailers. I think it’s really useful expecially for those who don’t have credit card accounts and want to use it for online purchases. It’s like giftcards i.e. can be bought in any denomination. I need to buy something online and need this. Is it available only in America?

You can get them at major malls. They have kiosks where you can purchase them.
